No pods poppy (opium) were still all milky latex in them yet?

I see many websites that say it's legal sell dried pods of the opium poppy Papaver Somniferum variety. It means "dry" means only external but not Inside, medium dry inside any wtihout milky latex present inside the pods? And if the answer is yes, they are still alkaloids opium inside, How is it legal to ship? Anyone with knowledge on this issue?
